It is unclear if President Nana Addo Dankwa Akufo-Addo is no more interested in fighting corruption as some state institutions day-in-day-out are allegedly engaged in one corrupt practice and the other without any action being taken against them.
The Ghana Export Promotion Authority (GEPA) is one of such state institutions found to be deeply involved in corrupt practices under this current regime, Today can authoritatively report.
Headed by Afua Asabea Asare, documents in possession of Today show that management of GEPA including its board of directors do not care about the much-touted incorruptibility mantra of Akufo-Addo’s government as they have purposed in their hearts to milk the state irrespective of the consequences.
Critical study of some of the documents authored by the Chief Executive Officer (CEO) of GEPA, Ms Asabea Asare, offering temporal and contract employments to some applicants raised concerns, particularly with regard to their salaries, as compared to salaries of permanent and senior staff.
For instance, in five (5) appointment letters all dated September 28, 2018 and signed by the CEO to Mrs Ruth Maafo, Ms Hannah Aberni Tetteh, Messrs Robert Amoako-Hene, Emmanuel Osei Owusu and Nana Yaw Martin Forson offering them employment as Acting Deputy Director (Public Relations), Export Development Officer, Export Development Officer, Acting Deputy Director (IT) and Executive Assistant to the CEO respectively quoted their salaries as; Ghc11,340.00 , Ghc3,600.00, Ghc 3,600.00, Ghc6, 260.00 and Ghc5, 000.00
These monthly salaries for the afore-mentioned positions however, according to a memo dated February 13, 2019, signed by the head of internal audit unit of GEPA, George Kwame Bamfo, and copied to the CEO opposed them, raising issue of disparity.
“Please per the discussion we had on the salary disparities of the five contract staff, we agreed that we will not pay them for the month of January 2019 until the policy for the contract staff is ready which will come to solve the contract staff salary disparities”, the memo said.
“As at the time of writing this memo the policy is still not ready and the CEO (Ms Afua Asabea Asare) is insisting we pay them for the month of January, 2019 which the Internal Audit Unit is not in support. The Internal Audit Unit will not be responsible for this payment”, it added
The salary disparities according to a source at GEPA were that of the deputy director in charge of PR, whose monthly salary was fixed at Ghc11,340 while another deputy director in charge of IT was pegged at Ghc6,260
Also the source was not happy that a substantive contract director was receiving much lower than a deputy director.
Our investigations also uncovered that, the personal assistant to the CEO, who is a first degree holder without any working experience receives much higher than two export development officers with same qualifications but have working experience.
The CEO’s reckless expenditure, our further investigations found out that was in contrast to President Akufo-Addo’s commitment to protecting the national purse.
For instance, last year December on an official trip to the United States of America (USA), Ms Afua Asabea Asare according to an invoice from Westside Travel Services also in the possession of Today flew on business class at the cost of Ghc46, 857.00
“She is hostile towards anyone who opposes her extravagant lifestyle”, a source close to her told Today.
The source recounted how she reassigned the deputy director of finance, one Kwadwo Adubofuor to the Ministry of Trade because the latter refused to sign some cheques for some contract staff.
